Pre-Conference Session: Legislative Advocacy and Coalition Building

Whether its rallying on an important cause, advocating for certain legislation, or seeking appropriation for programs and services, the success of these activities come about as a result of a lot of hard work by a well-organized group engaged in legislative advocacy. This presentation focuses on the importance of coalition building to advocacy work, and how to organize in ways that can help you and your cause gain support from elected officials. We will also cover reliable ways of deciding on timely action, communicating that decision to everyone involved in the coalition, approaching lawmakers, and advocating systematically and effectively.

OBJECTIVES:
1) Learn how to design and implement a legislative advocacy campaign.
2) Identify the steps to building a coalition to support and strengthen your advocacy work.

PRESENTERS:
Trish La Chica, MPA oversees the development of the Hawai‘i Public Health Institute’s legislative agenda as the Policy and Advocacy Director. Trish works closely with community advocates and coalition members to advance proposed legislation into law and improve the health of Hawaii residents. Prior to joining HIPHI in January 2016, Trish worked in Governor Ige’s Office in the healthcare innovation office. Trish has over 12 years of experience working on both state and federal policy solutions in public health, advocating particularly for Asian American, Native Hawaiian, and Pacific Islander communities.

Jessica Yamauchi is the Executive Director of the Hawai`i Public Health Institute (HIPHI), a 501(c)3 nonprofit organization. HIPHI grew out of the Coalition for a Tobacco-Free Hawai’i (CTFH) which was founded in 1996. Jessica has served as the executive director for HIPHI since 2012. Prior to becoming ED, she was the policy director for CTFH and worked on state and local tobacco control policies in Hawai`i. Since her tenure at HIPHI she has worked to pass several tobacco control policies, including raising the age of sale of tobacco products to 21 and including electronic smoking devices in Hawai`i’s state smoke-free air law. In addition to tobacco control work, Jessica has been the co-chair of the statewide obesity prevention task force (OPTF) since 2014. In 2019, OPTF passed two legislative policies: healthy by default – healthy beverages in kid’s meals and double up bucks, increasing access to healthy foods for SNAP beneficiaries. Jessica has served on the National Network of Public Health Institutes board of directors since 2016 and was elected as chair of the board in 2019. Jessica also serves as Vice President of the Hawai’i Public Health Association (HPHA) and serves on the University of Hawai’i, Office of Public Health Studies, Community Advisory Panel.

Pre-Conference Session: Immunization Review for MA/Pharmacy Techs

This 3 hour presentation is directed at MA's, pharmacy technicians and LPNs. It will provide an overview/review of vaccine handling, vaccine administration, and routine immunizations. The presentation will include hands on training for vaccine administration and practice scenarios to manage adverse reactions.

OBJECTIVES:
1) Describe proper procedures for vaccine handling and administration.
2) Demonstrate proper vaccine administration practices.
3) Identify common immunizations, their purposes, and potential side effects of administration.
4) Discuss what to do in the case of an adverse reaction after vaccination.
PRESENTERS:
Jodie Sanada MSN, RN, APRN is a Public Health Nursing Supervisor at the Hawaii State Department of Health. She has also had experience working in pediatrics as a Nurse Practitioner and as a staff nurse for private entities. She works to educate communities about the importance of immunizations and how to obtain access to these services

Janelle Jinbo-Labuguen, PhD, MPH, APRN, FNP-BC is a Nurse Practitioner in Family Medicine at Tripler AMC, in the National Guard, and as faculty with the University of Phoenix. She plays an active role in immunizations in her clinics, as a board member on the Hawaii Immunization Coalition, and as part of the Military Joint Vaccine Workgroup.

Pre-Conference Session: Media Relations and Literacy for Public Health Issues

Speaker covers media relations and literacy for government organizations and nonprofits. Especially in cases where communication budgets are limited, earned media is critical. Public health issues in particular beg for in-depth education and clarity best provided through owned media and news coverage. Among the items to be reviewed: Preparing for interviews with journalists, pitching editorial boards, writing letters to the editor and commentaries, and sharing coverage with stakeholders via social media and traditional channels. This session is geared to leadership, team members and volunteers of government and nonprofit organizations that are charged with communication for public health issues.

OBJECTIVES: 1) A big picture understanding of media relations and literacy for government organizations and nonprofits. 2) Knowledge about public health opportunities in particular through owned media and news coverage. 3) A review of tactical activities such as pitching stories to journalists, preparing for interviews, securing editorial board meetings, writing letters to the editor and commentaries, and sharing coverage with stakeholders via social media and traditional channels.
PRESENTER: Barbara A. Hastings develops communication strategy and editorial direction for H&P. She crafts campaigns to reach an array of targets, from local, hard-to-reach communities to national and international audiences. Hastings creates clear messages that cut across demographics. She avoids ‘spin’ in favor of direct, honest communication. In crisis communication, she advocates for honest transparency and careful fact finding. Hastings oversees public outreach, crisis and issues management. She has been a journalist and professional communicator for more than four decades in Honolulu and on the mainland. Hastings worked as both editor and reporter specialized in energy and science reporting. She is chair of board of Hawaii Public Radio.
PRESENTER: Daizsa Faust is an account coordinator for H&P. She handles project management and online communication. She is proficient in eNews, online surveys, website management and social media. Faust works with the State of Hawaii to develop online content and draft collateral materials for its Road Usage Charge pilot project. She works with the County of Hawaii on the Kilauea Eruption Recovery Plan to maximize its online presence, and develop materials to foster better community understanding. Faust was raised on Hawaii Island and is a proud alumna of Kamehameha Schools Hawai‘i Island. She is pursuing a degree in communication at the University of Hawaii at Hilo.

Pre-Conference Session: Effective Immunization Education for Adult Learners

This session will introduce adult learning theory and its application for effective community immunization education. Attendees will engage in a variety of scenario-based activities to explore and effectively apply adult learning principles, and create an adult learning activity to use in their coalition’s community immunization outreach.

OBJECTIVES:
1) Discuss principles of evidence-based adult learning theory.
2) Apply adult learning principles in a variety of scenarios involving immunization coalition educational activities.
3) Using adult learning principles, create an activity that will benefit your coalition’s public outreach.
PRESENTERS: Forrest Batz, PharmD: Forrest Batz, PharmD is retired from the faculty of the Daniel K Inouye College of Pharmacy, University of Hawaiʻi at Hilo. Dr. Batz serves on the Boards of the Hawaiʻi Immunization Coalition and Hawaiʻi Public Health Institute.

Celeste M. Baldwin, Ph.D., APRN, CNS: Dr. Celeste Baldwin is a seasoned nursing faculty and an Adjunct Graduate Nursing Faculty at the University of Hawai’i at Manoa on Maui. She has forty-two years of experience as a BSN with specialty areas of Pediatrics and Obstetrics, as well as, 26 years as a Nurse Educator. As a current board member of the Hawai’i Immunization Coalition, Dr. Baldwin is passionate about immunizations in women, children, and adult populations. She holds a BSN from St. Louis University in Nursing, an MS in Nursing, minor in Nursing Education, and Clinical Nurse Specialist in Acute Pediatrics from DePaul University and a Ph.D. In Educational Administration and Supervision from Bowling Green State University.

Makapu'u Lighthouse Trail Hike

Join us for a hike with breathtaking views. This is a easy to moderate hike on a paved path (500ft elevation gain to the summit), and it takes approximately an hour to complete (2 miles round trip). You will be required to sign a release form as private transportation is being used.
